This component is based on the EWF workaround recently posted on blogs.msdn.com. The component uses a shudown script implemented via files and registry entries derived using Sean Limings Component Helper v2. The component also includes a executable that will read the registry and compare it to a "last time" log file. If the registry differs from the "last time" file the registry and the "last time" files are commited. I have tested this through 2010 and it works well.
There are some potential issues.
If the computer does not go through a proper shut down after the DST change occurs the change will not be perpetuated.
Domain Managed systems may have the shutdown scripts overridden by network group policy.
